Heathcliff Schembri, Dr

Senior Lecturer at Malta College of Arts, Science and Technology (MCAST)

Dr Heathcliff Schembri is a Senior Lecturer at the Malta College of Arts, Science and
Technology (MCAST), specialising in primary education, inclusive pedagogy and educational
research. He holds a PhD in Education from the University of East Anglia (UK) and has over
15 years of experience across multiple levels of education, ranging from primary teaching to
higher education lecturing and academic coordination. Dr Schembri has served in various national roles, including as an expert consultant for the Malta Qualifications Framework Referencing Report (5th edition), a national curriculum advisor and a quality assurance evaluator at the Malta Further and Higher Education Authority. His scholarly work focuses on curriculum development, teacher education and equity in education, with several publications in peer-reviewed journals and edited volumes. He is currently involved in a number of national and international research initiatives, including the SELBI and COMPASS studies in Malta and the EngageALL project funded by Erasmus+. He is also an appointed international expert for the National Center for Educational Quality Enhancement (NCEQE) in Georgia and serves as the Managing Coordinator of the Commonwealth Council for Educational Administration and Management (CCEAM). Dr Schembri regularly contributes to programme accreditation, academic evaluation and curriculum review processes, with particular attention to the alignment of learning outcomes to qualification frameworks. His work combines academic rigour with practical relevance, contributing to the advancement of quality education both in Malta and abroad.
